In December 2016, the federal government passed the 21st Century Cures Act. This law established requirements for states to implement electronic visit verification for Medicaid-funded Personal Care Services and Home Health Care Services. The original implementation date for PCS was January 1, 2021, however, Ohio was granted a Good Faith Effort Exemption which allowed them until January 1, 2021, to implement EVV. If providers are not compliant by that date, FMAP (Federal Medical Assistance Percentage) reductions will take place. HHCS providers have until January 1, 2023, to implement EVV.

FOCOS Innovations is a leading provider of EVV software. We’ve developed a better, easier to use, and more robust EVV tool that will assist providers in not only meeting the EVV requirements but also providing better quality of care. If you’re still vetting EVV software providers, or are considering adopting the state-chosen provider, we encourage you to take a look at FOCOS Innovations and let us show you why we’re the better choice.

Electronic Visit Verification Requirements

According to the Ohio Department of Medicaid (ODM), agency providers have the option of choosing their own EVV system as long as it can electronically capture all of the required information at the time of service, including:

  • Date of service
  • Individual receiving the service
  • Name of individual providing the service
  • Location of service
  • Type of service performed
  • Time the service begins and ends

Using a web-based EVV software can make documentation and reporting easier by cutting down on the amount of time spent filling out paperwork, improving the accuracy of documentation, and providing a central location for accessing health records and care plans. However, not all EVV software is the same. Some only meet the most basic requirements, while others provide additional functionality that can help your business run more efficiently. Before you make a decision on which software to use, make sure you have a thorough understanding of what it can and cannot do.

Status of EVV Implementation in Ohio

Ohio’s Department of Medicaid established a three-phase system for implementing EVV within the state. Phase 1 began in 2018 and included those who provided services that were directly billed to Medicaid. Phase 2 was implemented in May 2019 and required Managed Care Organizations that bill Medicaid to comply with EVV requirements. Phase 3 began in September of 2020 and included self-directed and other remaining services not already covered under phases 1 and 2. For more specific information on Ohio’s three phases, please refer to the ODM website.

Regardless of which phase you fall under, if you provide personal care services that are covered under the 21st Century Cures Act, you are required to comply with EVV requirements by January 1, 2021. That means time is running out. There are less than three months to get your system up and running and make sure that your employees are properly trained. Let FOCOS Innovations help you achieve compliance so you aren’t at risk of penalty.
