According to the 21st Century Cures Act that was passed in December of 2016, all state Medicaid agencies are required to implement an electronic system for verifying both Medicaid-funded Personal Care Services (PCS) and Home Health Care Services (HHCS). The original implementation date for providers of PCS was January 1, 2021, however, Pennsylvania was granted a Good Faith Effort Exemption which allowed them until January 1, 2021, to implement EVV. If the state is not fully compliant by that date, FMAP (Federal Medical Assistance Percentage) reductions will be applied beginning in the first quarter of 2021 and every quarter thereafter until compliance is achieved. HHCS providers have until January 1, 2023, to implement EVV.
Pennsylvania has adopted an open system for EVV. This means providers can choose to use either the state-contracted EVV vendor or they can choose to use an alternative. According to the Pennsylvania Department of Human Services, providers who choose their own EVV system must ensure that it can electronically capture all of the required information at the time of service, including:
- Type of service performed
- Time the service begins and ends
- Date of service delivery
- Name of individual providing the service

Status of EVV Implementation in Pennsylvania
In order to comply with the EVV compliance deadline, providers of personal care services that are covered under the 21st Century Cures Act must act quickly to implement their EVV system.
